
Meet the project staff members
Lo staff del progetto è composto da membri con vari background professionali (accademici, un professionista legale, un esperto giuridico in materia di stato civile, e un ufficiale d’anagrafe) e diversi livelli di esperienza nell’insegnamento e nella ricerca, che conferiscono efficacia e complementarietà alle sinergie necessarie per la realizzazione delle attività progettuali.
I membri accademici (con affiliazioni in università italiane diverse, consentendo la creazione di proficue collaborazioni) sono specializzati in diritto dell’Unione europea, insegnano e conducono ricerca scientifica in questo ambito e possiedono conoscenze specifiche sulla cittadinanza dell’Unione nelle sue molteplici dimensioni e contesti di attuazione (ad esempio, la libera circolazione, gli status personali e familiari, l’immigrazione, i documenti pubblici, la cooperazione giudiziaria in materia di famiglia, la protezione consolare, il diritto di voto, l’iniziativa dei cittadini europei).
Anche gli altri membri dello staff possiedono competenze giuridiche approfondite sui temi di diritto dell’Unione europea, secondo le rispettive prospettive professionali, e sono in grado di trasferire le loro conoscenze ai destinatari delle attività didattiche grazie alla loro vasta esperienza in iniziative di formazione.
Il progetto beneficia anche del supporto attivo di altri enti che forniscono un valore aggiunto nella realizzazione delle attività in relazione alla loro rispettiva mission. Tali enti sono:
– il Centro di Documentazione europea di Verona, afferente al Dipartimento di Scienze giuridiche dell’Ateneo veronese, che promuove studi e ricerche nel campo dell’integrazione europea attraverso un’ampia raccolta di pubblicazioni, la fornitura di servizi bibliografici specializzati e l’organizzazione di eventi aperti alla cittadinanza, laboratori didattici e altre iniziative su temi legati all’UE;
– la rete “Scuola e Territorio: Educare Insieme”, che riunisce oltre cinquanta scuole di Verona e zone limitrofe e promuove collaborazioni tra istituzioni scolastiche per la realizzazione di eventi, progetti e altre iniziative comuni. Il Dipartimento di Scienze giuridiche dell’Università di Verona ha un accordo di collaborazione attivo con la rete;
– l’Associazione Nazionale degli Ufficiali di Stato Civile e Anagrafe (ANUSCA), che rappresenta questa categoria di professionisti e fornisce servizi di formazione specialistica e consulenza in materia di stato civile e registri anagrafici. ANUSCA ha già collaborato con il Dipartimento di Scienze giuridiche dell’Università di Verona per la realizzazione di altri progetti di ricerca e attività di formazione.

The project staff combines various professional backgrounds (academics, a legal practitioner, a legal expert on civil status matters, and a population registry officer) as well as different levels of teaching and research experience that confer effectiveness and complementarity to the synergies needed to implement the project activities.
The staff members working in academia (in different Italian universities, allowing the creation of fruitful cooperation) are all specialised in EU studies, teaching and researching in this field of law, and possessing specific knowledge on Union citizenship in its many dimensions and implementation contexts (e.g., free movement, personal and family status, migration, public documents, judicial cooperation in family matters, consular protection, voting rights, the European Citizens Initiative).
Also the other staff members possess in-depth competencies on EU-related legal issues from their respective professional perspectives and are able to transfer their knowledge to the target groups of the teaching courses thanks to their extensive experience in training activities.
The project also benefits from the active support of other entities that provide added value in the implementation of the activities n relation to their respective mission. These entities are:
– the European Documentation Centre of Verona, based at the Department of Law of the University, which promotes studies and research in the field of European integration through a wide collection of publications, the provision of specialised bibliographical services, and the organisation of public events, educational workshops and other initiatives on EU-related issues;
– the network “Scuola e Territorio: Educare Insieme”, reuniting over fifty schools in Verona and neighbouring areas; which promotes collaborations among education institutions for the realisation of common events, projects and other initiatives. The Department of Law of the University of Verona has an already established cooperation agreement with the network;
– the Italian association of civil status and population registry officers (Associazione Nazionale degli Ufficiali di Stato Civile e Anagrafe – ANUSCA), which is the institutional representation of this category of professionals and provides specialised training services and expert advice on matters concerning civil status and population registers. ANUSCA has previously collaborated with the Department of Law of the University of Verona in the implementation of other research projects and training activities.

Maria Caterina Baruffi

Full Professor of International Law – University of Bergamo
She teaches international and EU law courses at bachelor’s and master’s degree programs at the University of Bergamo, as well as at the Italian Financial Police Academy. At the same University, she is a member of the Teaching Board of the Ph.D. program in Legal Sciences, and member of the Academic Senate.
She has been involved in several EU and national research projects, including a Jean Monnet Module in the role of Academic Coordinator.
Her main areas of research cover both EU law and private and procedural international law, particularly regarding EU judicial cooperation in family matters, the circulation of personal and family status, and the protection of fundamental rights. On these subjects, she has published extensively and regularly participates in international and national conferences.
In 2021 she was appointed by the European Commission in the Expert Group on the recognition of parenthood between Member States.
She the editor-in-chief of the specialised journal “Papers di diritto europeo” and also a member of the scientific associations SIDI-ISIL, AISDUE, ILA-Italy, and EAPIL.

Renzo Calvigioni
Esperto dell’Associazione Nazionale Ufficiali di Stato Civile e d’Anagrafe (ANUSCA) |
Legal expert of the Italian Association of Civil Status and Population Registry Officers
He holds a master’s degree in law and has been the head of the civil status and population services of the Municipality of Corridonia (Macerata, Italy) from 1989 to 2016. Since 1996, he has been an instructor in many courses, seminars, and events of continuous professional training addressed to civil status and population registrars, organised by ANUSCA as well as by municipalities in Italy,
He has been a member of committees appointed by the Italian Ministry of Interior and has contributed to the drafting of the ministerial guidelines on civil status matters (“Il Regolamento dello stato civile: guida all’applicazione. Massimario per l’ufficiale di stato civile”).
He is the author of several publications in his field of specialisation, and has participated as speaker in several national and international conferences.

Nicolò Cecchini

Head officer of the population registry – Municipality of Thiene (Vicenza)
He holds a Master’s degree in Law at the University of Ferrara.
Civil servant since October 2019, from January 2021 to June 2024 he was head of general affairs of the Municipality of Cassola (Vicenza) (Responsabile del Servizio 1 – Affari Generali del Comune di Cassola (Vicenza)), also holding the position of responsible for the digital transition and deputy chairman.
Since July 2024 he is head officer of the population registry at the Municipality of Thiene (Vicenza).

Elisa Chiaretto
Avvocato del Foro di Padova; Dottore di ricerca in Diritto dell’Unione europea | Attorney-at-law at the Bar of Padua; Ph.D in European Union Law
She holds a Ph.D. in EU Law (University of Bologna and University of Strasbourg) and is a qualified lawyer of the Bar of Padua, counselling in family and migration law. She is a member of the professional associations AIAF (Associazione Italiana degli Avvocati per le Persone, la Famiglia ed i Minori) and ASGI (Associazione Studi giuridici sull’Immigrazione).
Since 2014, she has been an Adjunct Professor of EU Law at the University of Padua.
She regularly lectures at postgraduate and continuous professional training courses on various topics connected to EU citizenship (e.g., free movement, family reunification, continuity of personal and family status, migration). She has also participated as a speaker at international and national conferences and is the author of several publications on the same subjects.

Diletta Danieli

She holds a Ph.D. in European and International Legal Studies and is currently Associate Professor of EU Law at the Department of Law of the University of Verona, where she teaches “Elements of European Union law” and “International and European Union law for the global markets” (both in bachelor’s degree programs), and “EU internal market and fashion industry” (master’s degree program).
She conducts research in various areas of EU law (including the area of freedom, security and justice with particular regard to judicial cooperation in civil and family matters).
She has authored publications in her fields of research and participated as a speaker at conferences and seminars. She has also developed prior experience as a team member of research projects co-funded by the European Union (including Jean Monnet Modules).
Since 2014 she has been collaborating in the activities of the European Documentation Centre of the University of Verona.
She is a member of the editorial board of the specialised journal “Papers di diritto europeo” and also a member of the scientific associations SIDI-ISIL, AISDUE, ILA-Italy, and EAPIL.

Caterina Fratea

She holds a Ph.D. in EU Law and is currently Associate Professor of EU Law at the Department of Law of the University of Verona, where she teaches EU law courses (on both general and sector-specific aspects) in master’s degree programs as well as to postgraduate students. At the same University, she is a member of the Teaching Board of the Ph.D. program in European and International Legal Studies, member of quality assurance bodies, and Director of the European Documentation Centre.
She has been involved in various EU and national research projects, including a Jean Monnet Module in the role of Academic Coordinator.
Her main research interests concern the EU area of freedom, security and justice (particularly regarding migration/asylum and civil judicial cooperation), the internal market, and competition law. She has authored several publications on these subjects and regularly participates in international and national conferences.
She is the coordinator of the Scientific Committee of the specialised journal “Papers di diritto europeo” and also a member of the scientific associations SIDI-ISIL, AISDUE, AEPDIRI, ADiM, and ILA-Italy.

Cinzia Peraro

She holds a Ph.D. in European and International Legal Studies and is Associate Professor of EU Law at the Department of Law of the University of Bergamo, where she teaches courses of EU law at bachelor’s and master’s degree programs, and at the Italian Financial Police Academy.
She has developed a consistent experience in European and local projects as team member and project assistant, and currently is the leader of a Jean Monnet Module.
Her areas of research comprise various aspects of. EU law, e.g. EU judicial cooperation in civil and family matters, fundamental rights, privacy and the digital single market. She has authored publications on these subjects and participated as a speaker at conferences and seminars.
She has been a trainee at the Legal Affairs Committee of the European Parliament.
She is a member of the editorial board of the specialised journal “Papers di diritto europeo” and also a member of the scientific associations SIDI-ISIL, AISDUE, ILA-Italy, EAPIL and EALA.

Angela Festa
Ricercatore di Diritto dell’Unione europea – Università della Campania “L. Vanvitelli” | Researcher of EU Law – University of Campania “L. Vanvitelli”
She is Researcher of EU Law at the Department of Law of the University of Campania “Luigi Vanvitelli”. She has been research fellow in International Law at the Department of Legal Sciences of the University of Salerno, where she has also been Adjunct professor of “Rule of law and EU fundamental values”. She holds a Ph.D. in International, European and Comparative Law.
Her main research interests include fundamental rights, EU citizenship, rule of law, European Green Deal, EU area of freedom, security and justice, on which she has authored publications including a peer-reviewed monograph.
She is a member of the scientific associations SIDI-ISIL and AISDUE, and of Unione Forense per la Tutela dei diritti umani. She is a member of the editorial board of the speclialised journal “Freedom, Security and Justice: European Legal Studies”.

Francesca Maoli

Researcher of International Law – University of Genoa
She is Researcher of International Law at Department of Political and International Sciences at the University of Genoa, where she obtained her Ph.D. in May 2018 and teaches courses of international/EU law, and diplomatic and consular law. She specialises in private international law, with a specific focus on EU judicial cooperation in civil matters, and the continuity of personal and family status in the EU. She has authored several scientific publications and has been a speaker in conferences and seminars at the national and international level.
Since 2015, she has been working on several research projects co-funded by the European Union on international child abduction, the right of children to participation and information in cross-border civil proceedings and the promotion of child-friendly civil and criminal justice. She collaborates with Defence for Children International Italia.
